ABOUT SPRING PROJECT

SPRING, a three-year stabilization project funded by the United States Agency for International Development (USAID), began operations in February 2008. The goal of SPRING is to mitigate the causes and consequences of the conflict in northern Uganda by implementing activities in three core component areas:

  •    Peace-building and Reconciliation

  •    Economic Security and Social Inclusion

  •    Access to Justice

SPRING is working closely with local authorities and actors from across civil society and the private sector to support the stabilization of those areas most affected by the LRA conflict. The project’s main office is in Gulu with field offices in Kitgum and Lira. 

 

SPRING Approach:

SPRING supports the transition from relief operations to longer term development activities. The implementation of activities integrating the three SPRING components demonstrates best practices in stabilization programming.  Activities will have a lasting impact on stability and the consolidation of peace by contributing to improved and inclusive economic security for the people of northern Uganda.   SPRING will work with stakeholders to promote the replication of successful model activities in other conflict affected communities in northern Uganda.  SPRING activities are implemented through existing civil society organizations and private sector companies, in consultation with District Authorities and in conjunction with the Peace, Recovery, and Development Plan for Northern Uganda (PRDP).

 

Implementation Tools:

SPRING is implementing its program through the $2.8 million STABILITY Grant Fund which is funding activities such as stabilization-driven value chain interventions, cultural and sporting exchanges, and multi-media information activities on peace and justice.  SPRING will create tailored assistance packages for each sub county with which it works, selecting locations where it can best demonstrate the effect of integrated approaches to stabilization for adoption by other communities.

 

Geographic Focus:

The map below illustrates the range of justice and peace activities which will take place across northern Uganda;  more intensive activities will be implemented in the six districts, highlighted in dark green, which have been most affected by the LRA conflict.  Pilot economic activities will be implemented in the fifteen sub-counties, indicated in red, where the opportunities for effective interventions in key value chains are greatest.
